European Parliament - IMCO/ENVI public hearing on sustainable public procurement - 1 December 2021
Si è svolto il 1 dicembre a Bruxelles in modalità mista (remota e in presenza) l’audizione del Parlamento Europeo sul tema “Sustainable public procurement: using the full potential of public buying to achieve goals of the European Green Deal”.
Nella seconda sessione, dedicate alle best practices, l’Italia, rappresentata dalla Consip, ha descritto il sistema italiano degli appalti sostenibili che prevedono un sistema obbligatorio per quanto riguarda gli aspetti ambientali grazie ai Criteri Ambientali Minimi definiti con decreti settoriali del Ministero della Transizione Ecologica e da obblighi inerenti i criteri sociali di recente istituiti con la legge n.108/2021 per quanto riguarda l’applicazione di principi di parità di genere, generazionale e l’inclusione delle persone diversamente abili nelle procedure di acquisto che utilizzano anche in parte fondi PNRR e PNC. Consip, partner del progetto Procure2Innovate per la costruzione della rete dei Centri di Competenza del Procurement dell’Innovazione a livello europeo, ha evidenziato alcuni aspetti migliorabili per raggiungere gli obiettivi del Green Deal a livello nazionale costituiti dalla mancata valorizzazione del ruolo dell’innovazione nel procurement per mitigare i cambiamenti climatici e favorirne al contempo un migliore adattamento, dal bisogno di aumentare le competenze e l’effort degli uffici acquisti, di garantire il supporto alle Amministrazioni Pubbliche e agli Operatori Economici entrambi di piccole dimensioni, di definire e alimentare un sistema di monitoraggio affidabile a livello nazionale.

The hearing of the European Parliament on the theme "Sustainable public procurement: using the full potential of public buying to achieve goals of the European Green Deal" was held on 1 December in Brussels in a mixed mode (remote and face-to-face).
In the second session, dedicated to best practices, Italy, represented by Consip, described the Italian system of Sustainable Procurement which provides for a mandatory system with regard to environmental aspects thanks to the Minimum Environmental Criteria defined with sectoral decrees by the Ministry of Ecological Transition and obligations inherent to the social criteria recently established with Law 108/2021 regarding the application of principles of gender equality, generational equality and the inclusion of people with disabilities in purchasing procedures that use PNRR and PNC funds, also partially. Consip, partner of the Procure2Innovate project for the construction of the network of Competence Centers of Innovation Procurement at European level, highlighted some aspects that could be improved to achieve the objectives of the Green Deal at national level consisting on: the failure to enhance the role of innovation in public procurement to mitigate climate change and favor a better adaptation at the same time; the need to increase the skills and effort of the purchasing departments; the need to give a better support to Public Administrations and Economic Operators; define and feed a monitoring system reliable nationwide.
